South Africa has set itself an ambitious annual economic growth rate of six percent - the minimum rate at which the economy has to grow to, inter alia, create jobs that will fight the twin scourges of unemployment and poverty.
A major inhibiting factor to the attainment of this growth target is the shortage of skills and education among South Africa’s working population. There has to be massive investment to develop and expand the country’s human capital base.
At over R120 billion, annual expenditure on education consumes approximately a quarter of the national budget. Through the Skills Levy Act, billions of rands will be generated to skill, train, and educate South Africans.
